Having never been around
a culture that condoned organized dog fighting - in fact never really even thought about it being a real thing (yes some naivete) but I still use/used that metaphor, and understood it in my mind because, well, I saw dogs fighting - either strays or the "mean" dog in the neighborhood. They were tenacious, never quitting and you didn't want to be the one to try and break it up...unless it was your dog that got jumped - you didn't have a dog in the fight.
I'm NOT claiming this was the origin or maybe not even a common thought, but everything isn't always what it seems.
